Is he also having some runny nose? Mild congestion of the nose can happen due to minor viral infections etc. Saline nasal drops 2° 2-3 times per day can help. You can give him some steam inhalation but make sure that it is strictly supervised by an adult, preferably the child sitting in the adult's lap and the steamer a little distance away from the child.
However, if the symptoms persist more than a few days, it is better to consult online/In-person with an ENT specialist.
