Hello Please get that tooth extracted as there is no enough space for it to erupt. Visit a dentist and post an x ray evaluation the dentist would guide you through. Till then please tell her to rinse her mouth with warm saline or salt water rinses.

It's adviseable to get it removed as its hurting the cheeks n gums..  But before that radiographs are necessary..
