Could be phobia arisen out of depression related to fear psychosis. May be because somebody continuesly threatened him through mobile phone or if he fears that someone may do so, this type of phobia and depression can happen. Immediate treatment by a psychiatrist is a must. Counseling or therapy will not work. Consult a psychiatrist in person immediately.

Hi.. Who is this person. If you are not his legal guardian or blood relative. Please immediately inform them and bring them in. He might be going through a breakdown which may or may not be psychotic in nature. If he is going through a psychotic episode, he may develop irrational fears and attitude towards people, things, and situations (delusions). He may even listen, see, smell, feel touch of things that are not actually present (hallucinations). If such is the case, he will need immediate Psychiatric attention and medication. Counselling will be effective once such delusions and hallucinations are suppressed by the medication.
Next Steps
Consult a Psychiatrist and a Psychologist.
