It seems like a case of nerve compression but still she needs to be assessed by an orthopedic doctor or physiotherapist before starting treatment Please visit nearby clinic or hospital and start offline treatment instead of online

Your mom's pain and numbness may be due to nerve compression at neck. First you have to rule out cardiac issues then consult a Physiotherapist in person for complete assessment and treatment.
