Hello A. Constant refraction is necessary B. Your doctor will perform few tests like pentacam to see corneal thickness and topography and fundus examination and corneal wettability and if all these tests are normal then LASIK can be done

you should go for lasik eligibility screening like dry eyes and corneal thickness and topography. but being plus power and that too 4 i advice you to use either contact lenses or implantable contact lenses because lasik has more risk factors in your case though other parameters  even in nirmal limits, due to high plus power. and also  at this age any lasik should be performed if your power ia stable for more than one year . so better wait for one more year to confirm stability of power either for lasik or implantable contact lenses.
Next Steps
use contact lenses or high index glasses with double aspheric design
Health Tips
wait for one more year and take decitoin for surgery
