Her symptoms are suggestive of Osteoarthrosis(also called osteoarthritis)of the knee. In advanced cases (pain on routine activities), total knee replacement is the solution. 65 is an appropriate age for this surgery.

I must say your medical problem has generated lot of debate on surgical and non surgical mangement of osteo arthritis knee. You must understand the mechanics. She is over weight, has a high BMI. Now how to loose weight when one's knees hurt while walking. So one tends to walk less. This vicious cycle take the patient to bed one day. Consult a good knee surgeon in your area. Knew replacement surgery has stood the test of time and no amount of argument can downgrade it. Consult a joint replacement surgeon and he will explain the procedure better. At 65 she is at the right age to get TKR done.

Greetings, sorry about the pain. Knee replacement is not the answer. All joint structures are designed to last a lifetime, so take care of structures around knee, they will maintain knee well Get a physio well versed in structed exercise, they will help to settle the knee well. If unable to find a physio, mail me knee photos both front and back view, will guide you through the process. If possible can drop all the  way here to my place, get examination done and get back to normal life without replacement in 2 months. For pain as first-aid give ice for 10 min Daily. If any concerns do let me know. Remember do not lose a joint for the sake of poor or lack of practitioner knowledge towards non replacement method to save a joint.

Knee Replacement should be prefered, but prior to that you should do weight reduction (diet control, + Exercising ) and MUSCLE STRENGTHENING. Since you mentioned that the condition is severe and painful eventually what happens is that just because of pain the person looses interest in walking and ends up lying in bed.
Next Steps
Start with Exercise as it is necessary (Quadriceps Strengthening) and simultaneously start with weight loss Programme.
Health Tips
DO NOT RELY HEAVILY ON EXERCISES. as EXERCISE CAN BENEFIT YOU UP TO A CERTAIN EXTENT. STAY HEALTHY.
