If i wash my hands with tap water only without soap after touching semen then wipe it in cloth then after 10mins finger my wife with dry hands is there is any risk of pregnancy?

First thing is , "Do you want your wife to be pregnant or not?"
Even though chances of pregnancy are nil , but you will blame this habit if she conceives . So you may avoid this practice.
