Is it cholesteatoma?
I hear some noise always in my right ear
There is a pain corner of the jaw line which is under the ear
This year almost 24/7 i closed my ears with cotton
Over the year there was skin growth, after each visit it is reduced and then after a month again regrowth
ENT doctor usually clean my ear then keeps some ointment in cotton and he insert it in my ear
I have visited him 8 times in this year itself. No improvement.

Is this how treatment will be or something has to be rectified?
Can i continue my treatment with same doctor?

No it's looks more like a polypoidal mass or granulation tissue ,
