I had cold and throat pain 4 days back with no fever ...now i have scratchy throat only but temp is 98 to 98.6 ...

Definition of fever:
Rectal, ear or temporal artery temperature of 100.4 (38 C) or higher
Oral temperature of 100 F (37.8 C) or higher
Armpit temperature of 99 F (37.2 C) or higher
Next Steps
use lots of fluids and perhaps vitamin c 1 gm daily

No it's normal body temperature. We consider fever only when the temp goes about 100°F.
