I have redness on face because of rosacea from last three years. Will intense pulse light laser help in improving the situation and are there any side-effects ?

Greetings. Intense pulse light laser is almost obsolete these days and is not the modern tool. Rosacea at times is difficult but can be treated well with medications alone. If you or your dermatologist consider laser, then PDL or pulse dye laser is what is recommended.
Next Steps
You should definitely consider it under the guidance of an expert qualified dermatologist
