Veneers may cause sensitivity in future. Also all artificial teeth have a certain life. Your image does not show extensive flurosis. Maintain good oral hygiene and do ultrasonic teeth cleaning. Teeth cleaning won't remove flurosis stains but it may make teeth look better and healthy.
If clear white teeth is your priority then do veneers. You have to take good Care of veneers.

Veneers is a treatment modality to mask fluorosis. However there are certain functional parameters where veneers are not recommended. Only after a physical examination and your functional occlusion one can recommend veneer. Cost of per veneer ranges from 8000 to 15000 depending on the material and skill of clinician.
