It appears like an epidermoid cyst,a benign swelling.Though it is painless , Rarely could become infected and painful.Surgical excision is the preferred treatment.

This is most probably a sebaceous cyst. The visible veins are due to tension in the cyst. This cyst has to be removed surgically.
