I have darkness and blackishness around lips and on them , flares up on eating sugars or nail biting or lip licking, also on elbows and kness ..inner thighs also dark ..best sunscreen, lipbalm and permanent treatment for this and also nest and least painful upper lip hair remmoval method. Few years back one doc said periorbital dermatitis but there is no redness as such.

The pigmentation arouund your lips appears to be aggrevated by lip licking,nail bitind and friction.
It would be worthwhile to have dermatologist evaluate you for conditions.
