Having two loops of around neck, during labour and delivery, if it becomes too tight, it would endanger the baby.
When head is not engaged, if you go into labour or if your water breaks, chances of cord prolapse will be a risk too.
At cesarean section is definitely not indicated
Wait till 40 weeks
It's still no pains you should get admitted for induction of labour at 40 weeks and one day
Two cords near the neck is not an indication for cesarean section
