Hello Ma'am, Welcome to PRACTO - This is your Dentist - I went through your query, As a Specialist am here to help you. The surgery requested to you was Periodontal Surgery . The calculus depositis over the root and is pusing the gums downward leading to painful and inflammed gums. You can go for a Simple SCALING & Oral Prophylaxis. Upon removal of the Calculus the gums would be less painful and once the inflammation subsides the gums would heal but not completely as before . So You can opt for just Scaling for now - Tab Metronidazole 400 mg 1 Tab bd x 5 days - Betadine mouthwash, gargle in lukewarm water 2-3 times a day(Povidone iodine 2%) - Rexidine M Forte Gel ( gum massage). You will be greatly relieved. But if you need further improvement , you can opt for the surgery then . Let me know if any further query. Good Day Ma'am Thanks Alot.

Gum recession can be a result of many things like tartar deposition on teeth, gum and bone disease, improper alignment of the teeth etc. Ofcourse, only complete evaluation can diagnose the cause of recession and accordingly treatment plan would vary. Gum Surgery with hard/soft tissue grafting is a good option, provided the underlying problem is resolved first. It is a pretty safe procedure and is done under local anaesthesia only.
Next Steps
You need to visit a Periodontist (specialist in gum related issues and surgeries).
Health Tips
Make sure you are brushing well in that area. Get cleaning done from you dentist so as to remove any tartar present in that area. This will halt/slow down the gum recession. If the gums are soft, spongy and fragile, then use a soft brush for brushing.
