If the testis can be felt in your groin then it may be brought down. However if it is not felt from outside then you will need a laparoscopy. And further decision will depend on the findings on laparoscopy. At this age there is a high probability of testis not being fit to be pulled down. Then you will need to undergo orchidectomy.
Next Steps
Consult a urologist for your problem.
Health Tips
Don't be scared of surgeries. Nowadays anaesthesia is very safe and procedures are practically painless. And even if you need orchidectomy, one testis is enough for hormone function and fertility.
