Firstly you need cleaning and polishing of your teeth. Then for alignment you need orthodontic treatment. Visit dental clinic for your treatment.

I have gone through your description.
For alignment of teeth you shoul go for orthodontic treatment.
For purpose of teeth cleaning you should go for teeth cleaning procedure.
Dentist have special ultrasonic instrument for this procedure which doesn't causes loosening of your teeth.
It removes all stains and plaque from your teeth.

You have crowding of teeth in the lower arch which makes it difficult to clean the teeth with normal brushing.
So ultrasonic scaling of teeth is recommended.
Further for alignment of teeth, please consult an orthodontist.
Health Tips
If bleeding from gums is present then you can apply Metrogyl- DG gel or metrohex gel on the gums and leave it there for 15 minutes.
After 15 minutes, rinse ur mouth.
Repeat this cycle 3-4 times a day.
