Check diabetic status. If normal...Get intrarticular injection done. If pain is tolerable and exercises possible, then do pendulum and rom exercises.
Next Steps
Consult online.
Health Tips
Exercises are mainstay in forzen shoulder. Rotations are affected first and most. Patients do not do exercises effectively while in pain, so pain management is must.

You can try MUGA ( MANIPULATION UNDER GENERAL ANAESTHESIA.) + INTRA ARTICULAR INJECTION. ITS LIKE PATIENT IS SLEEPING AND SURGEON GIVE INTRA ARTICULAR INJECTION AFTER THAT SERIES OF SHOULDER MOVEMENT WILD MILD FORCE TO BREAK THE ADHESSION FORMED INSIDE TISSUES . AND AFTER THAT AGGRESSIVE PHYSIOTHERPY + PAIN KILLER FOR FEW DAYS. AND GET HIS DIABETIES UNDER CONTROL. AS INTRA ARTICULAR STEROID DOSE IS LOW. IT WONT  CAUSE MUCH FLUCTUATION IN SUGAR LEVEL. BUT ALREADY IF SUAGRS ON HIGHER SIDE THE  SMALL FLUCTUATIONS CAN ALSO MAKE BIG DIFFERENCE.
