Fracture non union distal shaft tibia.

Hi, My father fall down from motor vechile and right leg got fracture 4 years back, twice operated but still not completely heal, recently met with doctor after ct scan also still doctor have  bit doubt whether completely heal or not.. doctor given me two options 1. If it's heal he will remove plates inside leg 2. If not heal he might go with another operation like bone grafting ..( second time operation also done with bone grafting ) And setting up with rods/plates.
