Im unable to pull forskin , forcefully itcan pulled , and I have hypersensitivity in penis glans if touched it feels like electric shock .. how to treat ? Nonsurgicaly?

Yes it happens because of phimosis or partial phimosis.. It can be treated with ayurvedic medicine, only if ur penis head is visible slightly.. If foreskin is completely tight then go for surgery.
