Consult orthopaedician or physiotherapist to find out whether you have a rigid flat foot or flexible flat foot. If it is rigid flat foot, take orthopaedician opinion for treatment, it may require surgery. If it is flexible flat foot; you will need physiotherapy treatment for strengthening of foot muscles which support the arch of foot, stretching of calf muscles. Use medial arch supports in your shoes. If the heel pain still continues, you may take medicines or physiotherapy treatment for relieving pain.
