You are suffering from squamous blepharitis in which white deposit(dandruff fungal substance) is found on lid margin  along with dandruff in the scalp
Next Steps
It is very chronic leading to fall of eye lashes & thickness of lid margin, very difficult to CURE but you can get relief by following procedure
Health Tips
Have a pinch of sodium bicarbonate (mitta soda in common language) along with cotton in a cup (100ml water)boil it& let it be cool to bearing temperature, wash lid margin with cotton ,white scally material is soluble in sodium bicarbonate, do it daily at least for a month & continue alternate day  for 3 months,&after cleaning when lids become dry, apply  optithrocin eye ointment & corticosteroid eye ointment at  least 3-4 times for months on lid margin .You will certainly get relief but not CURE.For dandruff in the scalp you consult dermatologist (M D  or D N B dermatology)

Hello well first thing what I would suggest you is to reduce your dandruff from the hairs which is itself for causing it.. this condition is called as blepharitis...I would suggest you to wash your eyes thrice a day with Johnson baby shampoo...And also start  antibiotic like ciplox eye drops 2 drops twice a day for 3 days..Thank you
