I am suffering from strabismus in my left eye. And I am also suffering from low vision of my eyes. I can't see any thing clear with my lert eye. And my left eye is deviated outward.

Hello
you have two issues:
a. exotropia (squint)
b. lazy eye
At this age, there is no treatment for lazy eye...so i am sorry vision may not improve now.
but yes, squint can be treated by surgery with good results

low vision in deviated eye is amblyopia and due to non development of vision during childhood and if there is any other cause your ophthalmologist will tell you. correction of deviation is possible only by surgery in such case.
