Firstly, keep yourself hydrated enough by adding minimum 2-3 litres in your daily life.
Secondly, avoid licking your lips to make them wet as it worsen the case
Thirdly, do keep a check on your salivary flow too.. How is it , do you suffer from dry mouth as well? You should visit a dermatologist for further concern

Firstly it could be an allergic reaction to some cosmetic product you might be using. Stop all the products for a few days. Clean your lips with plain water and apply Vaseline or coconut oil to keep them moist. Drink plenty of water through the day. If the problem persists after a week or two of this then consult a skin specialist
