I have been asked by elders at home to push the penis skin behind forcefully. My baby doesn't like it and not let me do that. While washing I try how much I can but elder saying it's not opened. Is this really should be done?

You can wait for another 3-4 years, you can also try gently now and then. Eventually it will be fine, don't do anything forcefully, other repercussions might happen.
After a certain age, you can visit a doctor for a physical check up and then take appropriate action.
Don't talk about it in front of your child as it can hamper his confidence or induce a thought of "something is wrong with him"
That's the last thing we want a child to think about.
Hope you get it.
