Delay in physiotherapy after fracture
I had a humerus fracture of the left arm and in the surgery, plate and screws were attached in July 2017. The fracture is 5-10 cm above the elbow. After the surgery, I did physiotherapy for range of motion. However, for 3 years I didn't do any strength or resistance training of the arm as well as the rest of the body. The elbow as well as the area of forearm and upper arm around the elbow has become thin as compared to the other arm. I have now started physiotherapy for strengthening the arm. Is there a chance that the fractured arm may remain thin forever above and below the elbow forever?

It will take sometime for strength to develop which is a minimum of 4-6 weeks for you to feel atleast some increase in strength though muscle mass development may take some more time.
Next Steps
Continue to strength training but do not do it very vigorously go gradually.

As you have now started physiotherapy it will take some time and you'll gain muscles and strength in hand depending upon the improvement. This may take some time as its been delayed.
