Due to loss of space in the jaw bone or due to discrepancy in tooth: jaw bone ratio this crowding has occurrd most probably. Get evaluated for getting them corrected with braces, aligners accordingly to avoid future problems of food lodgement, cavities, calculus deposits between crowded teeth.

Irregularly placed and Crooked teeth causes serious problem with oral hygiene and even for the digestion of food in mouth..it can even cause trauma or pain to the surrounding structures.. For your case you need to get braces to normalise the alignment of the teeth. Take appointment to a dentist and get your treatment done.

Hello, There doesn't seem to be extra teeth in the photo sent. The teeth don't have enough space to be in alignment that's why it's overlapping and causing issues while brushing. You can opt for braces/ aligners to get your teeth in alignment. Get an OPG(xray )for better guidance regarding which option is better for you.
Next Steps
get an OPG and visit a dentist/ orthodontist (braces specialist) to guide you better.
Health Tips
Make sure you are brushing twice daily and flossing daily to maintain oral hygiene
