My 3 years old daughter frequently suffers from cough and cold...every 15 days we visit doctor. always she suffers from viral infection.

Her immunity may be low. Start her on some supplements or immunity boosting medicines after consulting your pediatrician
Another reason could be if she has recently joined school she may be getting exposed to infections continuously. In that case until her immune system gets used to it, she may keep falling sick
