These are two X-rays aug and sep, and both look the same. My previous doctor said that the fracture is healing and recommended using an arm sling with gentle movement. However, another doctor said that I should have surgery.

We cannot decide anything based only on xray. It depends on how you feel clinically. If you feel that symptoms are improving and your shoulder movements are improving you can try physiotherapy before opting for surgery since it already been 1 month. First try shoulder pendulum exercise and active assisted flexion upto 90°. If you think you are improving then it can be managed non operatively.
