Hello ma'am, between 11-14 weeks of pregnancy the mean cervix length is 2.7 cm minimum and 4.9 cm maximum. Your cervix length does not come under short cervix as the definition says for short cervix it has to be less than 2.5 cm around 14 weeks and yours is more than that.  So this is normal. For further queries consult me privately here on practo or on my personal number 8895_9099_75 anytime.
