That prominent element could be a cervical rib in left side.It is a congenital over development of cervical transverse process, commonly 7th spine is involved.Majority of them do not cause any symptoms.A small number of people with cervical rib could have thoracic outlet syndrome

A prominent unilateral costal element of the C7 (cervical rib) means there is an extra rib arising from the seventh cervical vertebra, on the left side in this case. This condition is known as a cervical rib. Cervical ribs are congenital anomalies and are present in about 0.5-1% of the population. They can sometimes cause symptoms due to compression of nearby structures, such as nerves or blood vessels, leading to thoracic outlet syndrome (TOS).
