Cervical insufficiency
I have diagnosed with short cervix with funneling at 17 weeks pregnancy and had done the Macdonald stitch but it got failed as the cervical length dropped to 1cm at 20 weeks and had underwent emergency abdominal cerclage , unfortunately at 23 weeks my waterbroke and lost my baby. I have question if this issue will reoccur in next pregnancy or is there anyway I can increase the length of cervix, will I be able to carry out my pregnancy to full term in future?

Yes this can recur  in your subsequent pregnancy there is no natural way to increase the length of the cervix The abdominal circalage should suffice
