Hello There are two factors. A. Axial length of eye : measured by A scan machine B. Corneal curvature: measured by keratometer

The powe of iol is calclted by machines like keratometer and a scan or a combined unit. +16 means you need a lens of lesser power than a normal person means you are a myopic Individual.

It is calculated by using A Scan.  It is the power of lens replacing the cataractous lens in you . The power also says you might be a myopic person in early stages .
