I could see the white area of discoloration of the mucosa under the tongue. But in my knowledge I don't think it's due to an hot water burn. You may consult a dentist and after examination he will prescribe medications. Do not traumatize the area any further. You may use soft foods and salt water to rinse

It should heal on its own. Avoid hot and spicy food for a few days. If it is uncomfortable you can apply hexigel or dologel on the affected area
