You maybe possibly having allergy to milk. It maybe milk alone, or if it is lactose intolerance it will be related to all milk and milk products.
Try avoiding milk for a few days and then decide, if you need a further consultation with a physician.

Avoid milk and if possible, milk products as well.
Do steam inhalation, 2 times daily.
Take tab mondeslor one daily in evening for 7 days
Tab prednisolone 20mg one daily in morning for 5 days.
If breathing problem still exists, take tab acebrophylline 100mg one morning and one evening for 5 to 7 days.
This is most likely lactose intolerance or milk allergy–related acidity/gas causing bloating and breathlessness.
Try this:
Avoid milk for 1–2 weeks → see if symptoms stop.
If you need to take milk:
Tab. Lactase enzyme (e.g., Lactaid, Lactase drops) before drinking milk – helps digestion.
If acidity/bloating occurs:
Pantoprazole 40 mg once daily (before breakfast, 5 days) or
Simethicone 80 mg after food for gas relief.
It is very likely that you are experiencing lactose intolerance or milk-related acidity, both of which can cause symptoms like shortness of breath, chest discomfort, weakness or a heavy feeling soon after drinking milk.
This does not mean there is a problem with your lungs or heart - it is a reaction from your digestive system.
