Seems like a bruise, if no other symptoms present with it. Apply cold compression 2 to 3 times daily, it should fade and disappear within 7 to 10 days.

It more looks like fungal infection along with bruise. Bruise will subside on its own within a week or two. You can apply thrombophlebin ointment over it for bruise.
Is he on antiplatelets or blood thinners?? Then it will take longer duration to heal.
