It's not normal.. because of improper oral hygiene maintenance gingival (gums) inflammation occurs and it leads to bleeding from gums..
Next Steps
Visit your nearby pediatric dentist.. Scaling and polishing might be required..But after that proper maintenance is required by brushing two times daily
