I have bleeding gums since the past month. I went to a dentist in the local. He asked 2500 for gel and 30000 for 8 cleaning. Is this much money appropriate?

I will not comment about the cost of treatment. But you should undergo scaling and curettage and flap surgery if required. You can consult a periodontist (gum disease specialist ) if you want a second opinion. Gel, toothpaste and mouthwash are given as supplements to the above mentioned treatment.
