Cow milk is not an issue if accepted and digested well, but needs to be given undiluted. It would be better to increase volume and frequency of your complimentary feeds (other than milk) than giving too much of cows milk.
Try to prefer breastfeeding as much as possible instead of cows milk.
Next Steps
Reduce stress levels to increase breast milk production, increase complimentary feeds per day, may be given cow milk , but undiluted ** if well tolerated

As she is 9 months old, give other solid or semisolid foods with breastfeeding. As long as weight, height, head size and development are ok, no need to worry. Visit your pediatrician regularly for check up.
Continue breastfeeding. And it's not mandatory to give other kind of milk. You can start other type of foods appropriate to her age.
Can you tell how you are giving top milk?
By bottle or by spoon.
You have to burp after these kind of milk too.
I think cows milk should not be introduced to the babies until 1 yr..
9 month old baby complementary feeding should be given along with breastfeeding..
No bottle feeding ..
9 month old....so complementary feeding along with breastfeeding in between should be followed
Don't worry about the less milk supply.
Gradually switch over to formula.
Kindly consult pediatrician nearby.
First of all don't be stressed, that will suppress your milk supply even more. Stay hydrated, relax, allow breastfeeding every 2 hourly, don't switch over formula suddenly by stopping breastfeeding. Try to consult your nearby Pediatrician.
