New wisdom tooth pain

My brother stays in US. He did x-ray of his teeth there and found wisdom tooth developing in abnormal way. 3 wisdom tooth, 2are abnormal. US doctors suggested surgery and removal. He will be coming in Mumbai in September for its treatment. Please suggest how to go ahead with this problem. Is the surgery only option ? Who can help well?

If the third molars are impacted n do not have sufficient space to erupt it is better to get them extracted since partially erupted teeth can develop pericoronitis (infection around the tooth) and that can lead to pain and swelling. The x-ray would help in deciding whether they need to be removed surgically.

Removal of the unerupted or partially erupted wisdom teeth needs to be removed surgically if it is symptomatic or if the position of these teeth are such that they could cause damage to the adjacent teeth,as a precautionary measure.
Next Steps
Get a Digital Orthopanthomogram (OPG) x-ray done before visiting your dentist as this would give valuable information to the surgeon.

If the position is not proper then we have to extract . they will not erupt and will cause problems

See If its causing continuous pain or inflammation/pain comes again and again then it might be needed to go with surgical removal of that particular tooth, Rest every wisdom tooth doesn't require removal or surgical part as u said, better you should consult dentist here with previous xrays (opg) to finalize whether it's needed or not.

Pain in third molar area is mainly due to inflammation of surrounding tissue. (Pericronitis).   Some time pain happens as teeth erupts and then they will not disturb. If someone has frequent pain episodes. Then it is better to extract third molars. Every third molar not required surgery or required minimum bone cutting. Some time only word surgery matter most the paeint otherwise it is very normal and least discomfort causing procedure. All will be finalised after xray examination.
