As you are complaining that your husband is experiencing severe itching with redness over legs and elbow and by the photos it looks like hypersensitivity rashes. These can be due to as simple allergies like dermatitis we should not neglect the possibility of Psoriatic arthritis, autoimmune conditions as these rashes are mainly on the joint region.
If this is the first time and not occurring repeatedly we can treat it symptomatically, but if it's occurring repeatedly then along with symptomatic treatment it will be better to get blood investigation for autoimmunity.

Small itchy papules on hands, legs and elbows are commonly due to allergy, insect bite reaction, scabies, or eczema.
If itching is severe or worse at night, or if other family members are itching, scabies is likely.

Based on the history and the photos, the appearance is most consistent with allergic dermatitis / irritant contact dermatitis with dry skin (xerosis). The redness, itching and roughness around elbows, hands and legs commonly occur due to allergy to soap, detergent, sanitizer, dust, sweating, or very dry skin, and it often worsens in winter or with frequent washing.
This condition is treatable and usually settles well with proper skin care and short-term medication.
Next Steps
For itching and allergy control, Tablet Levocetirizine 5 mg once daily at night for 5–7 days can be taken. If itching is severe, it can be continued up to 10 days.
For local application, apply a mild steroid + moisturizer combination such as Mometasone furoate cream in a thin layer once daily at night only on red and itchy areas for 5 days, not longer. This helps to quickly reduce redness and inflammation.
Along with this, liberal use of a thick moisturizer is essential. Apply white soft paraffin + light liquid paraffin–based moisturizer (like Venusia Max, Cetaphil DAM, Atogla, or any good emollient) 2–3 times daily, especially after bathing. Moisturizer should be continued even after redness settles.
avoid harsh soaps, detergents, antiseptic liquids, and hot water baths. Bathing should be with lukewarm water and a gentle syndet soap only. Avoid scratching, as it worsens itching and redness.

If there is no significant improvement in 5–7 days, or if itching spreads, cracks develop, or oozing starts, a dermatology consultation is recommended for further evaluation and possible adjustment of treatment.

This appears to be due to some allergic reaction mostly likely due to contact. Any history of recent contact with new material to those areas or insect bites or history of the same in the past would be helpful
For now anti-allergen once at night along with calamine lotion application should help. Please consult for further queries
