If there was no penetration, blood exchange, or exposure to potentially contaminated blood, There is no risk. You are at risk only if the needle pierced the skin, or if it had been exposed to infected blood and you had direct contact with that. If the needle only made superficial contact with your skin and there was no direct blood exchange, Risk of getting a HIV or HCV or HBV is negligible
