Hello Doctor Please help me with a diet where in i can reduce the fat level near belly and waist Whenever i workout my face starts looking skinny and there's no change in belly fat level

Fat loss is a gradual process. There is no quick fix approach. Following a healthy diet which has optimal amounts of first class proteins (dairy, egg, chicken etc) reduced carbohydrates (white rice, poha etc) & healthy fats (almonds, walnuts etc) along with a structured exercise program that is balanced with weight training and cardio will surely help. You cannot target specific areas, fat is lost uniformly, but it may appear to go faster from the areas where you store less than the problem areas. Be consistent and patient. Hello, you have start strength training and 3 times in a week you have to do abs and crunches. With this start taking good quality protein and fibre . Avoid outing and overeating. And  atleast 4-5 small meal you have to take in a day.
