Broken skin means Grade 2 injury. Which requires rabies vaccine. Please get it… go to any hospital near you and give this history. To be safe one must get the injection.

Even a minor scratch can transmit rabies if the skin was broken and saliva contaminated it. Washing with soap and running water for 15 minutes is correct. If the dog is healthy and available, observe it for 10 days; if stray, unavailable, ill or the skin was broken, start rabies assessment promptly—never wait for symptoms. As the tetanus shot was 8 years ago, a booster is generally advisable for a contaminated scratch if the primary series is complete.

If it was just a scratch, there are minimal to no chances of Rabies. But Rabies vaccine is great for prevention. She should get the shots for prevention. It is not a big deal. But the disease is. Rabies won’t give you any chance of curing. So prevention is the only option.
