Hi... It seems she has repressed something long back or may be recently which is now coming out in the form of these bouts of sadness, crying, sleep issues, etc.
It may be triggered by the new environment (college/hostel/city) but the root may lie elsewhere.
This needs to be addressed psychologically first to identify the root cause. Consulting a Psychiatrist can be done but it will help by introducing medication (antidepressant, antianxiety, etc.).
I would suggest you to consult a Psychologist first and then a Psychiatrist, if required.
