Please look at the attached document for the MRI scan report. Please help me what to do with situation? Shall I wait for it cure or complete surgery needed ?

No need for surgery, At the age of 31 surgery is not advisable, as your soft tissues around your knee are healthy, Mulligans manual therapy, gives good results, so,consult any MANIPULATIVE PHYSIOTHERAPIST, GOOD LUCK

In case of complete tear on surgery is required. After surgery start strengthening exercises of muscles around knee to get complete n speedy recovery n for this consult to the Physiotherapist

There is no cure other than surgery in case of complete tear. Just go for surgery.

You can always go for surgery but you should try conservative treatment first.As you can achieve most of the functions with slight restriction.
