ACL and MCL tear surgery right knee
I've had my right knee surgery for torn ACL and MCL. It's been 16 days post surgery and I have been told to start bending knee gradually but I cant bend it more than 20-30 degrees. There is swelling around the knee which hasn't decreased since post surgery, which makes it even more hard to bend my knee. I'm worried that I might not be able to get my full range of motion of knee.

After surgery start physiotherapy for full range of movement

You should go beyond pain and bend the knee right now..else there will be stiffness and loss of range of movements. It is of prime importance to get terminal movements early. Else you will land up with flexion deformity and extension lag.
