Frequent Eye Blinking

I had faced frequent eye blinking three years ago. After three four consultations, finally I was convinced this to be due to dry eyes and dust infection. I was advised to use some eye drops which I exercised for around 3 months. I never had this problem in Bangalore weather before. Now I am facing this again, but this time, along with blinking, I also feel mild itching inside the eye. Shall I just start the same eye drop (Refresh tears) or consult an ophthalmologist?
