A small movable lump over my wisdom tooth area for a long time fully impacted tooth not come out of my gums can it be a cyst ? Can't click the picture of lump beacuse it's small. No issues with pain.

The thing you are referring to might be the small gum flap which is present over a partially erupted tooth or it can also be a traumatic fibroma. Best option will be for you to get a thorough consultation done from an oral and maxillofacial surgeon or general dentist.
Ideal time for eruption of wisdom tooth is between 17-21 yrs.No need to worry about it.Its normal.In case u r facing food lodgement then u can use water floss.
