White spots on foreskin

Asked for Male, 30 Years

I have white spots under penis head and foreskin. I consulted 2 dermatologists (1st one on practo and other in person). First one suggested it look like genital warts and prescribed podowart & asked for STD tests which all came negative. The spots disappeared after using podowart for 2 days but it came back after 1 month. This time I visited a dermatologist in person and the doctor says it just fox fordyce spots and are harmless. Now am confused.
